In a word: CHEAPER. Like today, farmers in the 40's were dirt poor and often had to cut corners wherever they could. Smaller tires lowered the bottom line, and if you were ordering the tractor instead of buying it off the lot, anything you could cut to spend less money on the tractor was a plus.
