A condensor is open, has no resistance. When testing it with an ohm meter (analog, meter type) the meter will go to near zero resistance then taper off to infinite. If there is continuous resistance after a minute, there is a problem with it. A condensor checking machine is a better option, but newer shops might not know what you are talking about. Replacing it might be easiest. Ohm readings do not "Discover" high voltage leaks, testing on a machine will.
