You should feel the govenor pulling aginst you when you pull he linkage by hand. Do you? Be careful doing this because if your hands slip you can get caught in the fan belt. If the throttle linkage is in a different place on the "new" carburetor then you may need to adjust the the linkage to the govenor. I'd measure the distance from a known point, say the front bolt hole where the carburetor bolts to the manifold, to the throttle shaft linkage on both carburetors to see if they are the same.
