How's the flow of gas to the carb? Sounds like crud in the tank or clogged screen/filter restricting flow. When you pull the drain plug the gas should pour out (not to ask an obvious question, but you did open the petcock after reinstalling the carb, didn't you? That's easy to forget, I know...). Either that or the float is sticking (does tapping gently with a piece of wood get the flow going again? don't crack the casing by beating on it with a hammer)
