Ring gear slipping

Had a new ring gear installed and the started overhauled on a Super A. Everything working fine, for what ever reason the starter now turns, but engine would not start.Found that the ring gear is spinning on the fly wheel. Has anyone ever spot welded the ring gear to the fly wheel with out splitting the tractor? If so, any help would be appreciated.
