Try pushing down on the hitch by hand. Some of them won't get started going down without a little weight on them. When checking the hydraulics, first check free flow, should be close to 12 gpm. Next, check max pressure, 1066 could be anywhere from 2000-2500 psi depending what relief valve is in it. Finally, check flow at 250 psi below max pressure, should flow at least 80% of what you got when you checked free flow.
