I have a "44 H that had similar problems - here are some things that helped mine go away. The seal on the upper (main) shaft of the transmission just get splashed with oil, so I was also suprised when after changing the seal I still had a leak. Turns out that the gasket behind the bearing housing unit was bad. I changed it (and the bearing as long as I was there) no more problem. The leak on the governor is probably indeed the control leaver shaft. Mine was badly grooved. This shaft takes only minor wear and tear (it dosen"t spin continously like the engine shafts) so I patched mine with JB Weld and replaced the seal (easy job) and haven"t had a leak in four years.
