I think you need both the shaft seal and the "O" ring seal. I believe the O ring seal serves as a gasket to keep oil from leaking around the brake plate that is bolted to the transmission housing. The shaft seal looks to be mounted in this plate. I've not had the seals out of one with disk brakes, but have done the old band brakes. On the band brakes you need a seal washer and the oil seal. The seal washer goes under the retainer washer that holds the drum on the spline. On these the shaft seal runs on the brake drum and the washer keeps oil from leaking through the splines and out around the end of the shaft. I think that O ring serves a similar function on the disk brakes.
