The resistor on the switch limits voltage to the lights on dim. All the light current goes through it. It must get hot. It will smoke if the lights have been non-operational for years. Oils and dust and collected junk is burning off. If it glows, it may be too old/thin, and in need of replacement. The correct power resistor (in my calculations) is 2 to 4 ohms at, at least, 80 watts dissipation.
