The sediment bowl will always show gas in it, even if the tank runs dry. The screen at the carburetor is actually inside the fitting that the fuel line screws into. So, shut off the valve at the tank, take the line off at the carb, remove the fitting from the carb and you will see the screen. Open the valve to make sure the gas is really pouring out of the line, more than just a dribble. When you cleaned the carb, did you have it apart? I once used compressed air on a carb, thinking it would clear the passages without taking it apart, and promptly collapsed the float, causing much wailing and gnashing of teeth after I discovered the problem!
