Question on SMTA Diesel

Hi guys, I need your help. I am restoring a SMTA -diesel that is in pieces. I am putting the throttle lever and linkage back in and have hit a roadblock. I have the throttle lever and the keyed arm that goes on the end of the throttle lever. My question is ---what pilots the lower end of that round throttle lever? Is there supposed to be a sleeve or block or bearing of some sort to hold that from flopping around? As it is now the lever just goes through a large hole in the gauges bracket. Thanks
