I would think the manure from the steers would be similar to dairy cattle. They eat about the same food. We never had cows with the skitters
unless they were out on green grass in the early
spring. We fed the silage to them too, soon after filling the silos and this caused the skitters too. Cattle manure is usually loose.

You may want to discuss this with your local vet.
