Yes, you will need a puller, and quite possibly some heat. That steering wheel has been on there for 50 to 60 years, it is not going to come off easily, but it will come off. You can use regular auto body filler to fill the cracks, and then do a lot of sanding to bring it back into shape. It is a lot of work, but you will end up with a steering wheel that is probably better than any reproduction you can buy.
