Sounds like a short to me. I had a 560 that had this problem and I traced the short to a corroded wire connector. I just cleaned the connector with sandpaper then it worked fine. The meter is actually measuring total resistance across the circuit. Think of each glow plug as a resistor in parallel. When the meter is reading full, it is seeing all glow plugs functioning. If the meter is less then full, one or more of the glow plugs is not functioning. Hope this helps.
