Dave,Two things to do are to take a small file to the sides of the needle valve(the fit inside of the seat is too tight). The other problem with a lot of carbs is the little pull down wire between the needle valve and the float is missing. If you have any dirt or rust in the tank there is not enough room for the needle valve to move freely.
