It takes several hours for a simple block heater to heat up that huge mass of cast steel and water to the point where it feels warm to the touch. If it's cold enough, it may never happen... You're definitely not going to feel a noticeable difference after a few minutes. Listen for a boiling noise after about a minute. That will tell you if the block heater is working.
