Weak Hydraulic Pump

On my 400D, the pump has real problems lifting attachments at anything less than half throttle. I suspect it is a weak pump. Would you agree?

Any recommendations on where to get a good pump, other than IH? Called the dealer today and a new one costs over $1200!! I understand that these pumps cannot be rebuilt, contrary to some company advertisements I have seen -- they are basically using salvaged parts, I guess.
