Sounds like a governor issue to me. Even if the engine is totally totally worn out, it would still have enough power to move the tractor in 1st through 4th. Beyond that, it wouldn"t have enough compression to even start. Did you take the carburetor off? The connection between the carb and governor is kind of tricky to get right.
