It could be a stuck float or plug at the carburator inlet. Try to drain the carb float bowl, with the sediment gas cock open. your sediment bowl should fill up rather quickly. If gas flows from the tank and out the carb drain, all should be good to go there. It is normal for the sediment bowl[glass] not to fill up untill some gas is drawn from the carb as there is air trapped in the line. Once the tractor starts the bowl should fill right up. 1.
