Touch Control Fluid

Changed the touch control fluid in my Super A for the first time today. When I pulled out the filter it was caked with crud ! It also had at least two splits about 1/4" to 1/2" long. I don't think it's been doing any filtering in quite a while. I don't think there were any metal shavings in the crud. It seemed to roll through my fingers very softly. Should I flush the system ?? if so how?? Also when both controls are pushed towards the front every thing moves very easily. When both control are pulled towards the seat the tractor labors harder. Is this normal or a point of concern. Thanks in advance for any help.
