First, get the parts and install the lever on the tractor so you can shut the PTO off. That's just plain unsafe. Inevitably, something will go wrong with the tractor such that you won't want to shut it off for fear of not being able to get it started again. You'll get off the tractor with the PTO implement running to clear something, slip, and end up doing the "Twist" with the PTO shaft... Not fun. Get yourself the I&T service manual from your local Tractor Supply store, or online from any of several dozen vendors, including the store on this site. It's <$20 well spent. These manuals are not published online. The I&T manual describes adjusting the PTO clutches, though yours may be too far gone to adjust anymore, and will need to be replaced.
