330U Stops Running

I got my wiring finished on my 330U and everything works there. I got to start it up today but it dies after about 1 or2 minutes. It is hard starting unless I place my hand over the intake and keep it there. While holding my hand on top of the intake I cant rev it or it will die out. My carb is dripping gas which i was told before that the float is probably stuck up. I took the carb off and float was moving freely. I didnt have time to put it back on and test it again. Should i rebuild the carb with a kit and also a NEW float? It is a Zenith carb with the drain plug out front.
