Different M Governor Spring

Now we have established my tractor is a 1940 with the wrong tag on it.I took the plate off to check out the governor,and I dont have the normal Farmall Spring with a hook on both ends.This spring has a hook on one end,and the other end has a metal block with a hole in it, made in the spring and it fastens on that end with a pin through the hole fatening it to the governor arm.Its not home made.Its a factory made spring,but Ive never seen one before.Anyone got any ideas? I'll be back on here tomorrow night.Thanks so much
