repairing fenders before painting?

For you guys that are restoring a tractor for show,do you put body filler on the little dimples on the fender where the sheetmetal has been spot welded to the brackets on the underside that support the fender?This is on SW4 fenders and the dimples will be very visible with shiny paint.
