Cub Cooling Problem

My neighbor who is 90 has a IH Cub tracotr Model F-Cub, and when we tried to check the coolant in the radiator there was a lot of old dirty oil on top of the antifreeze. I flushed the system until it appeared to be clean and added new antifreeze and started the tactor up and when it go warm the oil was back in the radiator. There does not appear to be any signs of coolant in the crankcase and the oil level has stayed the same. Is it possible that the hydralic/transmission system can be leaking into the cooling system? I'm not familiar with the way this system works!
