Parts book shows torque tube without place for starter for SN 501 to 54386 this would be 1939, 1940 and early 1941. Starter was optional for some time after that parts book shows plate to cover starter opening. Like about everthing about old IH there is some question about when starter was first available as parts book shows starter motor push rod for SN 501 to 42756 and starter motor does not show begining serial No. The Farmall Letter Series Tractor Book says first starter was on FAA 18322 built March 25 1940.
