farmall cub-govenor

Bought a cub which runs very good, but, when it is started it revs at a very high rpm and the idle adjustment screw on the carb can not be let out or turned down any farther than it already is. When the machine is off the entire throtle linkage works fine. But when it is running the govenor arm moves but the arm that is suppose to move after that does not. Is there any adjustment on the govenor to correct this??? Or should I be looking for something else?? jim
