Good observation Jay! - If the PTO turns but can be stopped by grabbing with the hand, that tells me the gears have NOT stripped. Rather it points to a sheared Woodruff key in constant mesh gear. Reason: With the countershaft key sheared there's still enough friction between the gear hub and the countershaft for the gear to "drag" the shaft around when it's unloaded. However without the key it cannot transmit any significant torque. Thus the countershaft is turning but can be stopped by grabbing the PTO shaft.
