Does the magneto "snap" when you are rotating it? If not, clean the impulse coupler. The mag must rotate very rapidly to make a spark. The impulse coupler catches and the spring winds up as you turn the coupler in the correct direction of rotation; when it "trips" the spring rapidly rotates the internal magnet producing a strong spark. When the engine runs, centrifugal force takes the impulse coupler out of action since the normal engine speed is sufficient to produce the desired spark. This is why you may hear the magneto "clicking" when the engine idles very slowly or you may hear the "clicking" as the engine is shut down.
