IH 350 Utility Starting Problem

My son just bought a farm and an International Harvester Farmall 350 Utility tractor was parked in a barn. We"re trying to evaluate whether it"s worth rebuilding. It looks like it"s been setting for quite awhile. The starter was bad so since starter/alternator rebuilding was a prior sideline of mine, we rebuilt the starter.
The problem is the engine will turn fine without the plugs installed but won"t turn with them installed. I"m confident the starter is fine. It"s a 6 volt with positive ground and we tried to turn it with a 12 volt battery. Any advice will be greatly appreciated, thanks.
