Did you remove the locknut on the set screw first? Tap on top of the screw to encourage it, soak it with your favorite rust solvent, and tap some more. Use a tool called an impact screwdriver to loosen it. This is a screwdriver that you use a hammer to operate it with. Greatest tool for loosening stubborn screws. Motorcylce & snowmobile mechanics from the 60"s & up swear by it for loosening #3 Phillips head screws hollding aluminum parts together. It also works to tighten a screw. Torx, Allen, & any other 1/4" hex size bit can be used in the tool. Patience is a great virtue with old, rusty fasteners!!
