The starter system is pretty simple. There's a big fat cable going from the battery + to the starter solenoid, and a big fat cable from the battery - to the tractor's frame. Sometimes these can get corroded to the point where the small electrical stuff will work, but the starter can't draw enough juice to turn over. Make sure these are clean, solid, and well connected on both ends. There's also a small wire running from the starter key (or button depending on the tractor) to the starter solenoid. When you turn the key (or press the button), electricity goes down this wire and activates the solenoid to make the starter turn over. Make sure you have voltage here when you turn the key.
