That is the filtering media, to prevent dirt from getting into the engine if it would happen to breathe the other way. I think the pipe itself is bolted to the lifter cover, you should be able to unbolt the pipe and then you can see what's going on. The mesh belongs in the sort of square shaped part, not in the pipe.
