Had the same problem with a Farmall 300 and must have had the thing off and on 15 times. The float is probably your problem.The float can be right as far as up and down but where the problem is that it is not centered and touching the divider or outer edges of the carb.Some overhaul kits give you an instrument to measure and center with. It's the most frustrating thing on those tractors I have ever dealt with.
