Trying to get my H to idle at 450 rpm's?

I am trying to get my Farmall H to idle at the spec (450 rpms) and can't. I can get it to about 600 rpm's and it stalls if I go much lower. My high idle speed is 1850 rpm's. The lower the idle speed I go, the richer I have to make the idle mixture screw ( now about 1/2 turn off of its seat ). I'm thinking my throttle plate isn't closing 100% because I can see some light between the butterfly and the throttle bore in a couple of places . Is 450 RPM's possible? Thanks!!
