I would call the repair shop where you're having the engine rebuilt and ask them if those items need to be removed. I think they would rather have them removed, but they may reinstall your governor and distributor if they remove them. If you cannot use a torch to heat those bolts, I guess you're stuck using WD40. I never really liked it. If they're hex nuts I would use a 6 point socket to keep from rounding them off. They may even break if they're rusted very bad and then you can install new bolts. Hal
