There is a felt seal on the outside counterbore that should slow down oil leakage. On my Super A I had the same problem, I ended up reaming the existing bore in the govenor and making a new shaft to accomadate the bore. You could also do as you suggest, and have the govenor housing bored and then bushed back to spec. There is no kit that I am aware of. Let me know how you make out.
