I think it was pretty commonly felt that rubber gave a smoother ride and certainly made turning easier. Remember those first generation tires were not known for their agressive tread patterns. If you look at early pictures there was very little if any tread profile so traction would be limited on wet ground. Also the conservative old farmer just couldn't buy the fact that rubber pulling tires would outlast and outpull steel. So they bought tractors that they thought would steer well, but pull well without wearing out. One good reason why steel fronts are usually much harder to find than rears for like makes!
