Lining up govorner pinion gear to cam gear on SA

The book says to line up 2 dots on the govorner gear to 2 dots on the cam gear. Is that all there is to it? Does the crankshaft or a piston have to be in a certain position on the stroke? Or is the crank always in the right position as long as you can get the dots to line up on both gears?
