I did remove the four bolts and cannot seem to get the shaft out. The bottom plate is too big for the opening in the housing. Is the nipple pressed in on the lever shaft? Should I just build the weld up while attached to the shaft? Does the nipple being worn down like that create the play in the steering that I am having? Does the tube come out of the top cover?
