I looked in my I&T manual and of course they don"t say anything
about the pipe plug, although you can tell from the drawing that
there"s nothing behind it. As someone said, maybe it"s for
priming.
It does list these clearances:
Diametral clearance of gears in pump body .005-.008 (That"s
the space between the gear teeth and the housing)
Body gears end play .0035- .006
