Need Info on a IH B275 Diesel

Was looking at a B275 Diesel today that's for sale by bid. It hasn't ran in three years (Owner is 83). Serial # B12866 and tag says made in Great Britain by IH. It has a pretty hefty made loader on it all hydraulic including bucket. Hydr. pump sits out in front and is run off the crankshaft. One rear (14x28) rear tire is shot. one front 600x16 is a car tire. Won't start, signs of injectors leaking, rear axle seals gone, sheet metal all there but rough, has three point hitch, numerous hoses are bad. Owner says not stuck but definately wont start. Would like to know if this is a "walk on by" tractor or something worth trying to get and restore. How many made, what year is it, were they a good tractor, etc. any help always appreciated. FB
