The only adjustment screw on the cub carb is the idle adjustment. The rest is basically controlled by float height setting and making sure the main jet is clean.
Try removing and cleaning the main jet (hex nut on the side of the body)run a small wire through it to make sure it isn't partiall plugged. The other major setting is float height and drop. Check the link for detailed information on setting it up right.

There is also a screen at the fuel line inlet to the carb, make sure it is clean and it is getting enough fuel.
