I thought it might be that "over-running clutch" but wanted to be sure. Now I can positively make my statement that an over-running clutch will NOT overcome the lack of a live PTO. It just gets you by on the problem of machine inertia continuing to move the tractor when you disengage the tractor clutch. It does nothing to help (in the other problem area) where you need to momentarily disengage the clutch which powers the tractor wheels and let the LIVE PTO (on a tractor so equipped) continue to power the baler (or other machine) when it encounters a larger than normal hay windrow.
