PTO Decal question

I recently switched the PTO shaft from a W9 parts tractor that had it to my work tractor that didn't (thanks for the info on here). My question is the PTO warning decal. The parts tractor had it (obviously) but so did my working tractor (had a factory-looking cover). So did the PTO warning decal go on all tractors, regardless of whether a PTO was installed? Guy Fay, do you have any info on this (Excellent book by the way). Just caught my eye and made me curious.
