Super C, racing engine, governor?

My super C suddenly started racing it's engine and throttling down had no effect. It now starts at maximum RPM even if the throttle is all the way back. I suspect the governor as playing with the carb has had no effect. My manual doesn't cover the governor adjustment. What is the procedure for resetting the governor once new parts are found? (I note this one has a little wire seal with an IH imprint and number on the adjustment screw, which implies it has been awhile since anyone adjusted or serviced it.
