Not having been around hay rakes for a few years, I didn't even know they made hydraulic driven ones. However, I have been around swathers that were driven by hydraulic motors driven in turn by hydraulic pumps that were integral with a gearbox driven by PTO shafts. The company I retired from was big into those units for swathers.
If in the case of a rake, it takes the place of a direct PTO driven set-up, it may either run off the tractor hydraulic system or a PTO driven pump. If off the tractor system, the tractor would need a detented valve and enough flow to operate the motor.
