I think on my brother's 454 that lever is welded onto the end of the clutch fork release shaft.

I have the I&T shop service manual for 684 which has same torque tube as 454. The picture is not very clear but to remove the clutch fork release shaft:
The tractor has to be split, release bearing removed and 2 roll pins driven out of the release forks to allow the clutch fork release shaft to slide out of torque tube.
