When you disassembled thr regulator, did you check the safety valve orfice plug & screen ? It's under the piston, seat, ball & rider. After removing the above mentioned items, orfice plug will unscrew with a screwdriver. It has a screen on it and a very small hole in it also. Sometimes the screen in reservoir is rotted or torn which will let something pass through sustem and stop up orfice screen or like the last one I had this trouble with the orfice screen was completely missing allowing this tiny hole to stop up, causing exactly the symptoms you describe. If you've done this already then I'd definitely do as Aces suggests.
