This looks like a home made rig to me. It certainly was not made by IH, but of course it has IH parts. Hebard Company in Chicago made shop mules in the 1940s from IH A parts. Hebard also made some with the H engine and truck rear axles. I've seen a few others made by other "material handling" companies that use IH parts. I saw one that was made from a C. I think if they are legit, all these have nameplates on them from the company that built them up. On the Hebards, the name plate is on the "dash" under the steering wheel.
